The purpose of this agreement is to join forces to electrify with Solar Home Systems the most remote communities of Cajamarca. The universal access to energy is a right for everyone. Achieving it is possible with innovative technological solutions and a validated management model, which involves the different stakeholders.

ACCIONA Microenergia Peru has demonstrated, during the past six years of activity, that energy access in isolated rural communities is feasible, sustainable and affordable by means of using Solar Home Systems, which besides efficient are environmentally friendly.

This was understood by the Regional Government of Cajamarca, which prioritizes universal access to electricity and seeks to bring Cajamarca to the first places in rural electricity coverage in Peru. It is also aware that the extension of the national grid is not enough to meet the needs of the population and, especially, of the most remote and scattered communities in the region.

During six months meetings have been held between the coordinators of both institutions, and shared activities have been developed including a visit to the installations of the ‘Luz en Casa’ project, implemented by ACCIONA Microenergia Peru. In that visit, current users’ perception and their degree of satisfaction with the service were assessed.

Finally, the 'Inter-institutional Framework Agreement between ACCIONA Microenergia Peru and the Regional Government of Cajamarca' was signed to manifest in its content that both institutions match in their efforts for the general welfare, in the conviction that access to energy it is an universal law.

The intention of the parties is to coordinate efforts and derive human, technical, logistical and economic resources for technical cooperation and service delivery, towards achieving the necessary achievements to integral and harmonious development of the Cajamarca Region.

With this aim, meetings have been started with representatives from other involved areas of the Regional Government. They will derive in the signing of specific agreements where, besides recording commitments and duties of each party, the number of possible beneficiaries to be attended at each stage will be determined.

ACCIONA Microenergia Peru expects to duplicate the current number of users (4,000 families) within this Public Private Partnership.

ACCIONA Microenergia and the Sustainable Development Goals

The Sustainable Development Goals (SDG) are included in the 2030 Agenda, a 15-year plan of action that favours the people, the planet and the prosperity. There are 17 SDG which are integrated and indivisible and that comprise the three dimensions of the Development: economic, social and environmental.

The rural electrification programmes of the ACCIONA Microenergia foundation impact on those three dimensions, and directly on the SDG 7, Ensure access to affordable, reliable, sustainable and modern energy for all.

By signing this Framework Agreement, the SDG 17, Strengthen the means of implementation and revitalize the global partnership for sustainable development is impacted too: joining compromises from public and private initiative gives the technical, managerial and economic resources that are necessary to increase the impact of a programme that aims favouring the development of Cajamarca rural communities, by means of their access to electricity.

ACCIONA Microenergia Peru

ACCIONA Microenergía Peru is a non-profit association that was created by the ACCIONA Microenergia foundation to facilitate access to electricity to isolated rural communities, which are not included in the national grid extension of Peru. It develops the ‘Luz en Casa’ programme in the Northern Mountains of Peru, in the department of Cajamarca, where it is an electricity public utility within the Peruvian regulation, and with a fee-for-service model that applies the official photovoltaic tariff.
