Today, about 1 billion people live more than 2 km from a roadway, 940 million live without electricity, and 663 million lack improved drinking water sources.
ACCIONA participates in the entire infrastructure construction value chain, from the identification of opportunity, design and execution, to the operation and maintenance of the constructed works, using the most advanced and innovative techniques.

The most anticipated major infrastructure project in Cebu: The 8.5-kilometre Cebu-Cordova Link Highway, CCLEX, will not only be an additional bridge linking mainland Cebu to Mactan Island, but will also become an iconic landmark in the region.
On 23 November 2017, the Award announcement for the "Construction and Design" Contract was issued from CCLEX to Cebu Link Joint Venture (CLJV) and the contract was signed on 19 December 2017. The project is scheduled to be completed in 2021.
Cebu Cordova Link Expressway Corporation (CCLEC), a subsidiary of Metro Pacific Tollways Corporation (MPTC), will manage the construction and oversee the operation of CCLEX through a Joint Venture Agreement with the City of Cebu and the Municipality of Cordova. CCLEX will be operated as a tollway.
At the end of the 35-year concession period, the project will be handed off to the two LGU-Grantors.
The project's main structure is the cable-stayed viaduct with a main span of almost 400 metres of light between pylons. In addition, this new infrastructure will also be made up of several viaducts, as well as a 5 kilometre-long stretch of roadway.
The construction of this new bridge will provide numerous benefits for managing traffic in the area, alleviating the congestion that currently occurs on existing bridges.
This infrastructure will also involve a new connection between the industrial area of Cebu and Mactan International Airport, as well as with the new urban developments of Cordova located on the same island, thus constituting a channel of support and a revitalising element for the local economy.

KEY ASPECTS
The highway will have two lanes in each direction, and a bridge with a design speed of 80-90 kilometres per hour (km/h) and 51 metres high, with navigation authorisation for shipping traffic is expected to serve at least 50,000 vehicles daily.
Currently one of the largest infrastructure projects in the country, CCLEX will provide an alternative connection between Mactan Island, where Mactan-Cebu International Airport (MCIA) is located, and Metro Cebu. It will help to decongest traffic on the two existing bridges, the Marcelo Fernan Bridge and the Mandaue-Mactan Bridge. It will strengthen the load capacity of the road network in Metro Cebu.

Technology and innovation
novel beam launcher
ACCIONA, with its engineering business line, designed and manufactured a novel beam launcher for seven months. This is one of the key elements for construction.
Designed by the ACCIONA Engineering team, this launcher is capable of launching and mounting beams up to 110 tonnes in ramp (up) and slope (down) conditions up to 7 %, and up to a maximum length of 52 metres
The launcher uses an innovative rack and sprocket system that increases the safety and accuracy of operation and allows full control to manoeuvre on slopes, navigating the hazards associated with the conventional system using a winch and cable.
The launcher was manufactured in the Central Workshops of ACCIONA's Construction business in Madrid, which involved more than 25,000 working hours, dedicated mainly to building its main structure, which weighs a total of 280 tonnes.
To build the Cebu Bridge, ACCIONA and its partners will use a total of 470 beams, which will have a total length of 2,670 metres. Unique in the industry, this beam launcher highlights the differential value that ACCIONA provides in being able to solve any challenge presented in a project using its material and human resources, becoming an international reference point in the Self Performing Office (SPO) model.
