Cebú Bridge

Construction of 8.5 kilometre tollway with 650 metre cable-stayed bridge.

The most anticipated major infrastructure project in Cebú -the 8.5-kilometre Cebú-Cordova Link Expressway, CCLEX, is not only an additional bridge linking the mainland of Cebú to Mactán Island, but has also become at an iconic landmark in the region.

On 23 November 2017, the Award announcement for the "Construction and Design" contract was issued from CCLEX to Cebú Link Joint Venture (CLJV), formed by ACCIONA and its two local partners, First Balfour Inc. and D.M. Consunji Inc. The contract was signed on 19 December 2017. The project was completed in 2022.

Cebú Córdova Link Expressway Corporation (CCLEC), a subsidiary of Metro Pacific Tollways Corporation (MPTC), managed the construction and oversee the operation of CCLEX through a Joint Venture Agreement with the City of Cebú and the Municipality of Córdova. CCLEX is operated as a tollway.

At the end of the 35-year concession period, the project will be handed off to the two LGU-Grantors.

The project's main structure is the cable-stayed viaduct with a main span of almost 400 metres of light between pylons. In addition, this new infrastructure will also be made up of several viaducts, as well as a 5 kilometre-long stretch of roadway.

The construction of this new bridge provides numerous benefits for managing traffic in the area, alleviating the congestion on existing bridges.

This infrastructure involves a new connection between the industrial area of Cebú and Mactán International Airport, as well as with the new urban developments of Córdova located on the same island, thus constituting a channel of support and a revitalising element for the local economy.

KEY ASPECTS

The highway has two lanes in each direction, and a bridge with a design speed of 80-90 kilometres per hour (km/h) and 51 metres high, with navigation authorisation for shipping traffic is expected to serve at least 50,000 vehicles daily.

Currently one of the largest infrastructure projects in the country, CCLEX provides an alternative connection between Mactán Island, where Mactán - Cebú International Airport (MCIA) is located, and Metro Cebú. It will help to decongest traffic on the two existing bridges, the Marcelo Fernán Bridge and the Mandaue - Mactán Bridge. It will strengthen the load capacity of the road network in Metro Cebú.

ACCIONA diseñó y fabricó un novedoso lanzador de vigas durante siete meses. Siendo éste uno de los elementos clave para la construcción.

Este lanzador, diseñado por el equipo de Ingeniería de ACCIONA, es capaz de lanzar y montar vigas de hasta 110 toneladas en condiciones de rampa (subida) y pendiente (bajada) de hasta el 7%, y hasta una longitud máxima de 52 metros.

El lanzador utiliza un innovador sistema de cremallera y rueda dentada que aumenta la seguridad y la precisión de la operación y permite un control total de la maniobra en pendientes, sorteando los riesgos ligados al sistema convencional mediante cabrestante y cable.

La fabricación del lanzador, que se ha realizado en los Talleres Centrales del negocio de Construcción de ACCIONA en Madrid, ha supuesto más de 25.000 horas de trabajo, dedicadas principalmente a la construcción de su estructura principal, que pesa un total de 280 toneladas.

Para la construcción del Puente de Cebú, ACCIONA y sus socios utilizarán un total de 470 vigas, que en total tendrán una longitud de 2.670 metros. Este lanzador de vigas, único en el sector, resalta el valor diferencial que ACCIONA aporta al ser capaz de solventar, con sus recursos materiales y humanos, cualquier reto que se presente en un proyecto, convirtiéndose en referente internacional en el modelo Self Permorming Office (SPO).

Además de proporcionar eficiencia en los viajes, se considera que CCLEX ayuda a estimular el crecimiento económico y a impulsar las inversiones no solo en la ciudad de Cebú y el municipio de Córdova, sino también en toda la provincia de Cebú y la región de Visayas. El proyecto puede crear 1,000 empleos directos e indirectos, impulsar la industria de la construcción en Cebú y beneficiar a los proveedores y subcontratistas locales durante el período de construcción de tres años.
