  • The “El Soler” tunnel and the “Matadero Viaduct” are designed to improve traffic flow along a key corridor in Baja California by increasing road capacity and enhancing safety

ACCIONA has completed the construction of the “El Soler” tunnel and the “Matadero Viaduct” in Tijuana, Mexico, as part of a project commissioned by the Ministry of National Defense (SEDENA). In addition, the company delivered complementary infrastructure to help streamline access routes and reduce congestion in a critical traffic area.

The “El Soler” tunnel is 1,014 meters long, while the “Matadero Viaduct” extends 1,091 meters, making them both key pieces of infrastructure for increasing road capacity and improving safety in the city.

Both structures feature two lanes in each direction, and their design incorporates solutions aimed at ensuring structural safety and long-term durability. Construction took place in a complex geotechnical environment, requiring advanced construction techniques and strict oversight throughout all phases of the project.

The project’s main challenges included excavation under varying geological conditions, as well as the need to maintain traffic flow and urban activity in the surrounding area during construction. To address these challenges, ACCIONA used a sequential construction system with carefully controlled excavation progress, together with tailored support and tunnel lining solutions.

The project is part of broader efforts by the Mexican authorities to improve urban mobility in Baja California by reducing travel times, increasing road network capacity, and enhancing residents’ quality of life.
