As part of the MossIA consortium, ACCIONA has completed the substructure for the 2.6-kilometer section between Dilling and Såstad, part of Bane NOR’s Sandbukta–Moss–Såstad double-track rail line in Norway.
This milestone marks a major step forward on the new 10-kilometer double-track line between Sandbukta and Såstad.
The trackbed substructure is also a core component of the project: it forms the foundation for the railway and will provide stability, load-bearing capacity, and long-term durability. It includes reinforcement and frost-protection layers built from crushed stone and ballast.
These layers provide the required bearing capacity under demanding traffic conditions, and their roughly two-meter thickness has been designed to match ground conditions and anticipated loads.
With this phase complete, Bane NOR can move ahead with installing the track superstructure and rail systems along this section, while ACCIONA—as part of the MossIA consortium—continues work on the remaining activities under the project, scheduled for completion in 2027.
THE PROJECT
ACCIONA and Implenia were awarded the design and construction of nine of the project’s 10 kilometers under the Sandbukta–Moss–Såstad (SMS2A) project for Bane NOR. The project’s primary goal is to increase capacity and shorten travel times on the Østfold Line.
The new double-track line runs through the Municipality of Moss and includes two main tunnels: the 2.7-kilometer Moss Tunnel to the north and the 2.3-kilometer Carlberg Tunnel to the south. In addition, an emergency tunnel is being built parallel to the Moss Tunnel, along with a separate emergency tunnel for the Carlberg Tunnel.
The project is part of Bane NOR’s InterCity program, which aims to strengthen connections between the country’s main cities and ease traffic congestion in the Oslo metropolitan area.
