In 2014 the Victorian Government announced it would remove 50 of the most dangerous and congested level crossings in Melbourne by 2022. In 2022 this was increased to 110 level crossings to be removed by 2030.

The Southern Program Alliance (SPA) is made up of ACCIONA, WSP, Metro Trains Melbourne (MTM) and Level Crossing Removal Project (LXRP).

It is one of five program alliances responsible for removing dangerous and congested level crossings in Melbourne, Victoria as part of the Victorian Government’s Level Crossing Removal Project.

SPA has completed multiple packages of work along the Frankston Line as well as undertaken works on the Hurstbridge Line and the Melbourne Underground Rail Loop.
