The Head of ICT & Technology Manager is accountable for providing strategic leadership across ICT, technology platforms, IT infrastructure, digital innovation, and AI-enabled transformation across ACCIONA Southeast Asia.The role combines reliable ICT service delivery with a forward-looking technology agenda, ensuring that AI, data, cloud, automation, and construction technology initiatives deliver measurable value for regional operations and major infrastructure projects.
The position also ensures reliable, secure, and scalable IT services across offices and construction project sites, supporting productivity, cost control, safety, operational continuity, and executive decision-making.
Job Description
ICT Strategy & Leadership
Define and execute the SEA ICT strategy and the regional Technology & AI agenda, ensuring alignment with ACCIONA Group standards, regional business priorities, and project delivery requirements.
Maintain direct and structured dialogue with functional leaders, project directors, and regional management to identify business needs and translate them into ICT and technology priorities.
Develop and maintain a three-year rolling technology, digital and AI roadmap for Southeast Asia, including priorities, investment needs, dependencies, risks, and expected business outcomes.
Act as a trusted technology advisor to regional leadership, functional heads, and project directors, translating business challenges into scalable, secure, and sustainable technology solutions.
Team Development & Leadership
Lead and develop local ICT and technical teams.
Foster a culture of innovation, service excellence, and operational rigor.
Manage, in accordance with the corporate standards defined by ACCIONA´s ICT Management, all local ICT elements that provide services to the users and local applications.
Determine and enforce management standards, quality policies, risk management policies, objectives and responsibilities, ensuring that functional requirements are met and validated as a result of the project.
Responsible for teams providing ICT services locally, planning and controlling their work, based on priorities for the business in coordination with the Service Manager in the Global Workplace Contract.
ICT Operational Excellence
Manage all local ICT components, including hardware, software, servers, networks, and communications, the different elements that impact the portfolio of systems implementation projects being deployed: planning, budgets, quality, equipment and resources, risks and issues, stakeholder relations.
Ensure operational continuity across offices and construction projects.
Oversee regional IT vendors, contracts, budgets, and service-level performance.
Technology Project Management
Manage large‑scale ICT and digital transformation projects using PMI, Agile, and ITIL practices.
Supervise and provide support and coaching to all the technicians under your area of responsibility.
Ensure quality, schedule, risk management, requirement validation, and stakeholder communication.
Management of budgets and cost control of ICT services demanded.
Cybersecurity, Data & Compliance
Ensure compliance with cybersecurity and data protection requirements.
Oversee audits, security incidents, and enforcement of corporate policies
Technology, AI & Digital Innovation
Lead AI and advanced digital initiatives aimed at improving project delivery, productivity, cost control, safety, risk anticipation, document management, reporting, and decision-making.
Identify, prioritize, and govern a portfolio of AI and technology use cases, ensuring clear ownership, business adoption, measurable value, and compliance with corporate AI governance principles.
- Promote construction technology capabilities such as BIM, Digital Twin, project controls platforms, collaboration tools, IoT/IT-OT, field mobility, analytics, and automation.
- Coordinate with Global ICT, Digital & Innovation, business units, vendors, and project teams to industrialize successful pilots and promote reuse across offices and project sites.
Required Skills and Competencies
Degree in Telecommunications, Computer Engineering, Information Systems or a related field.
Desirable: Certifications in ITIL, PMI, Agile, Cloud, Cybersecurity, or AI.
8–10 years of experience in ICT or technology roles within multinational environments, with regional or multi-site responsibility and proven experience managing cross-functional teams.
Strong background in IT infrastructure, cloud platforms, cybersecurity, and IT service management.
Experience in construction, engineering, EPC, or industrial sectors.
Previous involvement in mega projects or distributed project environments.
Partners, contracts and vendor management.
Demonstrated experience leading digital, technology, automation, data, or AI initiatives with measurable business impact.
Teamwork and relationship building
BIM / Digital Twin, Project Controls Systems, IT/OT infrastructure, Cloud platforms, data analytics, automation, AI use-case governance, and emerging construction technology platforms.
High‑level English (required). Spanish (preferred).
