Project:

The East Rockingham Waste to Energy project is a 300,000 tonne per annum waste to energy facility under construction in Rockingham south of Perth.  On completion, the facility will deliver a cost-effective waste treatment solution and a vital source of dispatchable renewable energy whilst achieving a 96% diversion of residual waste from landfill.

Position:

We are seeking a highly skilled and experienced Commissioning Engineer to join our team for the East Rockingham Waste to Energy project, with a specific focus on the Flue Gas Treatment (FGT) system. 

The Commissioning Engineer will be responsible for developing, implementing, and overseeing comprehensive commissioning plans and procedures for the FGT system, ensuring alignment with project timelines and performance targets. This includes leading functional tests, cold and hot commissioning, system tuning, and performance validation to achieve optimal emissions control and operational efficiency.

Key Responsibilities:

  • Develop, implement, and oversee detailed commissioning plans, procedures, and schedules for the Flue Gas Treatment (FGT) system, ensuring alignment with project timelines and performance targets.
  • Conduct and supervise functional tests, cold and hot commissioning, system tuning, and performance validation to achieve optimal emissions control and operational efficiency.
  • Oversee and coordinate the chemical injection systems, reagent dosing, and filtration units to ensure the system meets emission standards before startup.
  • Participate in mechanical completion inspections and walkdowns, verifying equipment installations, system integrity, and readiness for commissioning.
  • Lead commissioning of all auxiliary systems associated with the FGT, including bag filters, scrubbers, dry sorbent injection, lime and activated carbon dosing, and continuous emissions monitoring systems (CEMS).
  • Manage and coordinate with OEM vendors, subcontractors, and engineering teams to ensure timely execution of commissioning activities and resolution of technical issues.
  • Identify, analyze, and resolve technical and operational issues related to emissions control, reagent dosing, and system optimization to ensure stable operation.
  • Ensure all commissioning activities adhere to health, safety, and environmental (HSE) regulations, risk assessments, and industry standards to maintain a safe working environment.
  • Track system performance, analyze data, and generate detailed reports on commissioning progress, test results, and operational improvements.
  • Provide technical guidance and training to plant operators and maintenance teams, ensuring a seamless transition from commissioning to full-scale operations.

Required Skills and Competencies

  • Minimum bachelor’s degree in engineering.
  • 8+ years of experience in commissioning, operation, or maintenance of Flue Gas Treatment (FGT) systems in RRF.
  • 5+ years of hands-on experience specifically in FGT technologies, including acid gas removal, particulate control, and NOx reduction systems.
  • Proven track record in leading commissioning and optimization of flue gas treatment systems.
  • Experience in managing mechanical completion walkdowns and plant handover processes.
  • Previous experience coordinating with OEM vendors, EPC contractors, and multidisciplinary teams in large-scale power or energy projects.
  • In-depth knowledge of FGT system commissioning, including baghouse filters, scrubbers, reagent dosing systems, and emission monitoring.
  • Proficiency in preparing commissioning procedures, test plans, reports, and plant documentation.
  • Strong leadership, decision-making, and communication skills to work effectively with engineers, technicians, and plant operators.
  • The position is open to international candidates with considerable experience in commissioning similar FGT designed by HZI.
