About the Role
ACCIONA is seeking a Junior Pollution Control Officer (PCO) / Environmental Officer to support environmental compliance and sustainability initiatives on the Kalayaan 2 Wind Farm construction project. The role will assist in ensuring that all construction activities comply with environmental regulations, permits, and company environmental standards.
This position is ideal for early-career professionals passionate about environmental management and renewable energy construction projects.
This role is based at the Kalayaan 2 Wind Farm project site in Laguna. The company will provide on-site accommodation and full board meals for the duration of the assignment. The working schedule is 48 hours per week, from Monday to Saturday.
Part of the ACCIONA Philippines IXPA Program for 2026
This role is part of ACCIONA’s top-talent development program, iXPA (International Experience Program for ACCIONA). The program is a postgraduate specialization in Project Management designed to develop future Project Leaders and ultimately prepare participants for Project Director roles in major ACCIONA projects. iXPA is delivered in collaboration with Universidad Politécnica de Madrid (UPM), the University of the Philippines (UP), and ACCIONA. The program includes structured learning modules and a final thesis, covering key areas such as finance, sustainability, contract management, organization and talent, digital transformation, and innovation.
The iXPA program is designed to be completed while working full-time in the assigned role, allowing participants to immediately apply what they learn to real projects and business challenges. Learning sessions take place alongside regular job responsibilities: weekly classes are typically scheduled during working hours. However, participants should expect individual and group assignments or homework, which must be completed in their own time to ensure successful completion of the program. The program duration is approximately nine (9) months, with classes running from around September to June.
This is the iXPA program’s second edition in the Philippines, following a successful first cohort of 22 participants in 2025.
Key Responsibilities
- Support implementation of environmental management plans and initiatives on-site
- Assist in monitoring compliance with environmental permits and regulatory requirements and corporate environmental guidelines.
- Conduct routine site inspections to identify environmental risks and non-conformities
- Support preparation and submission of environmental monitoring reports and documentation
- Assist in waste management, pollution prevention, and environmental mitigation measures
- Coordinate with contractors to ensure proper implementation of environmental controls
- Support incident reporting and investigation of environmental issues
- Maintain environmental records, permits, and compliance documentation
- Support project site environmental training, awareness campaigns, and compliance communications.
- Attend mandatory meetings and seminars to stay updated on the latest environmental policies and technologies.
- Perform any other duties as reasonably assigned by management.
Required Skills and Competencies
- Bachelor’s degree in Environmental Science, Environmental Engineering, or related fields
- PCO accreditation or eligibility is an advantage
- Fresh graduates or candidates with up to 2 years of experience are welcome
- Basic knowledge of environmental laws, regulations, and construction environmental controls
- Strong attention to detail and documentation skills
- Willingness to work on a construction site and in field conditions
- Strong communication and coordination skills
- Proactive and eager to learn in a project environment
